I'm guessing you are talking about self-publishing. My partner and I were commissioned by a publisher to write a guidebook to the D-Day Landing sites/memorials/etc for this year's 80th anniversary, so most of the publicity was done by their marketing dept. But one thing that helped was arranging talks at local bookshops. Many bookshops have a programme of promo talks. If they are already stocking your book or are prepared to do so, you can ask them what kind of deal they might offer. Or you can do your own. Book a space, send out invitations, take plenty of copies and a POS app like Sumup.
